Wanting to show budgeted hours but do not have the specific task requests yet

We have budgeted hours or "bucketed" hours in project for tasks like "design" or "reviews" for the lifespan of the overall project that we expect to use but the various requests come in as needed (and can be multiple over months for different amounts of effort needed).

Is there any way to show that we have a budget of 100 hours, for example, for design for the project and have the tasks subtrack from that line item total as they come in?
If I have a parent task showing Design 100 hours (we don't have dates as the requests filter in as needed) and if we have subtask added over time, it ends up adding to the total since typically the parent task summarizes the subtasks.

Is there a way to subtrack from this line item (it is only a portion of the overall budget and we want to keep track of our line item budgets as we use them without changing the overall budget with his a contracted price.  Not sure if I've explained correctly.

At present, when you allocate effort (hours) to a parent task and subsequently add subtasks with their own effort, the total effort for the parent task will automatically include the effort of all its subtasks. For instance, if you set the parent task “Design” to 100 hours and then add subtasks with effort, the parent’s total will increase as you add more subtasks.

This behavior is standard in Wrike and cannot be altered natively. Currently, it is not possible to subtract from the parent’s set value as you add effort to subtasks.
