Is it possible to share an app created by another person in the organisation

Hi,

One dev in our tech team created an app to sync PTO from our HR tool.

I noted that he was the only one to see the app and so only him can administrate it. 

Is there a way for him to share it with some people within our account like me (account owner) and few admins or created an account wide app ?

There is no such solution at this moment, the only way to maintain it for your case is use the admin "log in as user" function to update the details. The way we are trying to do is to create the API APP with a service account centrally as even the delete and transfer user access right funciton will not transfer APP (I had tested), so the APP will still be able to use even the user account is deleted but you cannot maintain it any more.
